GOCO-national laboratories are a kind of new national laboratories. Thev are also called Government-Owned & Contractor-Operated laboratories, which are results from contracts signed by government and universities, so they have double identities, making laboratories use resources of university to develop themselves and use the power of nation to show themselves.Studying how the GOCO-national laboratories success in developing can clearly know the history of advanced GOCO-national laboratories and the reasons for success, giving regulars of developing GOCO-national laboratories to the developing countries.This article tries to study someone GOCO-national laboratory, making an example of Lawrence Berkeley National Laboratory. A laboratory can pass the test brought by the history and at last success, if it, according to the changes of outer environment, turns its research direction, perfect its inner structure and its functions, keep its inner regulars and make it run normally.The study will describe the history of Lawrence Berkeley National Laboratory in three stages, analyze the causes of going to the success in each stage, and then sum up reasons bringing the laboratory to the success.
