While the competition in the overall national strength focused on the science, education and talent competition around the world, educational reform and teacher development caused the attention of people. "Revitalizing the hope of the nation lies in education, revitalizing the hope of the education lies in teacher", this strategy not only explicated the leading position and the vital function of the educational enterprise who cultivates the talents needed in the era, but also demonstrated the key point of realizing the educational value is on constructing a high-quality teaching staff. Teacher assessment is the activities that estimate the states of the mind and the realistic performance scientific, which is an important part of the school management activities, as well as effects self-reflection and location, the work attitude and result, this activity is closely related to the professional development of the teacher in the future. Therefore, setting in the characteristics of the current era, closely connected the educational development plan with the occupational feature of teachers, studying and constructing the teacher assessment system that promotes the professional development of teachers has significant meaning to optimize the teacher's management work and carry forward the educational development and reform.The writer combed the educational evaluation, the development process of teacher assessment and the relevant studies by reading abundant document literature. Based on the above work, the writer tries to introduce the thought of collective education, the effect of parallel education and the theory of teacher collective into the teacher assessment system, so as to propose the parallel developmental teacher assessment, to explore this theory preliminarily. With the aid of the power of the teacher collective to realize the due function of teacher assessment, and attain the dual objects that are promoting the professional development of teachers and elevating the teaching efficiency.This dissertation is composed of six parts:Part one is introduction, which presents the origin of this research in detail, comments on the developmental process of teaching evaluation and the teacher assessment, illustrates the acquired research results, explores the research values in theory and practice.Part two is the connotation and characteristics of the parallel developmental teacher assessment. According to the theories of A·C·Makapehko, defines and explains the important concepts: parallel development, teacher collective and parallel developmental teacher assessment; analyzes the characteristics of parallel developmental teacher assessment from the objects, contents, methods, standards and results of the evaluation.Part three is the theoretical supports of parallel developmental teacher assessment. Combining the traditional Confucianism, modern Management Theory, Maslow's hierarchy of needs, the teacher collective thought to construct the theoretical foundation of parallel developmental teacher assessment.Part four is the necessity and meaning of parallel developmental teacher assessment. Firstly, analyze the necessities from the level of teacher assessment theory and practice, professional development of teacher and the optimization of the teaching management. Secondly, dissecting the meanings, for the benefits of the construction of the intangible environment of school, the win-win of teachers and school, the fusion of the rewards-punishment teacher assessment and the developmental teacher assessment.Part five is the principles of parallel developmental teacher assessment, such as the school-adjustment, teacher-centered; justice, publicity and equity; reality, utility, effectiveness; feasibility, alterability, use of reference; parallel, sustainability.Part six is the suggestions about the parallel developmental teacher assessment. On account of the problems in the teacher assessment, the writer proposed some suggestions from objects, subjects, contents and methods of evaluation.
