In theory and practice, there are roughly two assessment system employed to assess the quality of teacher. One is the traditional dominated assessment system , which focuses on the distinction and monitoring function of the assessment. This assessment system has definite rules and standards. The other is called the development-orientated assessment, which aims at improving the effective development of a teacher's proficiency. Through the comparison and analysis of the two different systems, their respective advantages and disadvantages as well as some strategic proposals for the innovation of the assessment systems are discussed in this article.In the first part and second part of this article, the major contents of the two assessment systems are introduced respectively. The third part focus on the comparison of the two systems from the following aspects: purpose , substance and index of the assessments. The forth part firstly defines the assessment, assessment of teacher and the standards of the assessment, then analyzes the results of the comparison.. On the basis of the above argument, contemporary characteristics that should be included in the assessment of teachers is put forward. How to avoid the disadvantages and make good use of the two systems is also discussed. Three strategies for this purpose are proposed as the following: a strategy from the combination of humanist and scientific principles, a strategy from the combination of dominated and development-orientated assessment, a weight strategy.
