Since the reform and opening up of China, the investment of health human capital including medical and healthy expenditure has experienced fast growth.《The Green Book on China Health Development——China National Heath Accounts Report》in 2009 showed that aggregate health expenditure of China increased from RMB11.02 Billion to 1.13 Trillion from 1978 to 2007, and the per capita expenditure increased from RMB11.45 to 854.43, representing 74.5 times growth in terms of price of the year.According to current prices, in 2007, the per capita health expenditure of China is 74.6 times to 1978. Along with the expanding health human capital investment, China stepped into the age of aged society in 1999. The fifth Census of November 2000 showed that Chinese aged population above 65 reached 88.11 Million and those above 60 reached 130 Million, representing 6.96% and 10.2% of the total population. The above proportion indicated that China has entered the aged society, in line with international standard. According to 2009 Civil Cause Development Statistics Report issued by Civil Ministry, the national population above 65 was 113.09 Million and those above 60 was 167.14 Million, representing 8.5% and 12.5% respectively of the total population.From 2000 to 2009, the population over the age of 65 increased by nearly 3,000 people, China has entered a phase of accelerated population aging.In view of the rapid growth of the health care of China and other health human capital investment, and the acceleration of population aging, the article base on the perspective of population balanced development, analysis the influence of health human capital investment to the population aging.Firstly,from the perspective of population balanced development,we analysis the influence of health human capital investment to the eaderly population's number,health status and age, sex, urban-rural, regional structures;Sencondly,make empirical test of the impact of health human capital investment to the population aging, specifically including the Granger Cuaasliyt Test of China per capita health expenditure, number of beds in health institutions,personal health expenditure and the number of elderly population over the age of 65;the Granger Cuaasliyt Test of personal health expenditure and the mortality of elderly population over 65 years; the Granger Cuaasliyt Test of personal health expenditure and the sex ratio of the elderly population over 65 years; the correlation analysis of the personal health expenditure and the mortality of urban- rural elderly population over 65 years; the correlation analysis of eastern, central and western regions of China and the proportion of elderly population'health coefficient. Fanally, analyze the empirical and theoretical results and according the results making policy recommendations.The article's results of the study is:our per capita health expenditure, number of beds in medical facilities, the number of health workers and other health human capital investment and the elderly population over 65 has a positive correlation relationship,the health human capital of China increase indirectly contribut to the elderly population'number increase,causing the older population' s scale aging;per capita health expenditure and other health human capital investment, and elderly population proportion over 80 has positive correlation relationship,the health human capital investment has improved senior population's life expectancy, changed elder population's age structure, caused elderly population aging; per capita health human expenditure and other health human capital investment,and sex ratio of elderly population over 65 has negative correlation relationship,the sex ratio of elderly population over 65 is declining, the female sex ratio is rising over the senior population, health human capital investment has changed the gender structure of the elderly population, causing the female senior population; per capita health human expenditure and other health human capital investment,and the ratio of urban-rural elderly population over 65 has positive correlation relationship, but the absolute value of per capita health expenditure and rural elderly population over 65'correlation coefficient is higher than per capita health expenditure and urban elderly population over 65'correlation coefficient, the morality ratio of rural elderly population over 65 is much higher than urban elderly population over 65, the imbalance of human capital investment in urban and rural area caused the health of the poverty of rural elderly population; The ratio of elderly population over 65 is rising in western China,is decreasing in the eastern region,while the proportion of elderly population aged over 65 continue decreased, while the level of health human capital investment is much higher than the western region.The regional of China health coefficient is very different,and the egional of China elderly population health status is imbalance.
