Since China’s reform and opening-up, with the development of national reform, economicand social, more demands of the number and structure of higher education personnel trainingwas made by the society and enterprises. However, the old elite education model can not meetthe huge demands of our society. Moreover, since2002, China’s higher education entered intothe popularization stage, the existing university resources also can not meet the diversified needsof the community. Therefore, in order to meet the demands of all ranks of society, thegovernment is work hard to give aid to the social organization and individuals which trying to setup private higher education. However, there are so much difficulties appeared that affect the ourprivate colleges and universities’ development, like the delimitation of property rights, thefunds-collection, the operation mechanism, the construction of teaching staff and the difficultsituation of admitting new students. It is so important to the future development of privatecolleges that we should solve these problems well.The United States is the largest and most important country of the for-profit university. U.S.for-profit college have a long history, while it has been neglected by the society, it has beenmarginalized for a long time. However, from the1990s, with the fast development of thefor-profit universities, they have attracted the attention of all the sectors of society, like thegovernment, the education circles, the industrial and commercial circles with its unique businesspattern, which have became an important part of U.S. higher education. Among them, theUniversity of Phoenix, which has a place in the for-profit university, is a model ofAmerican-profit universities in the U.S. for-profit university. It has been able to achieve suchgreat success mainly depends on its unique educational philosophy, the diversity of teachingsystem and strict management system and other school system. Therefore, the paper selectedAmerican University of Phoenix as a typical case, and try to explore and analysis its educationalphilosophy, enrollment, teaching staff, curriculum, teaching organization, the external andinternal operation management system to attempt to get some useful enlightenment for Chineseprivate colleges and universities.
