Since China’s higher education into the popularization stage, guarantee andimprove the quality of higher education has become the focus of attention, andevaluation as an important means to ensure the quality of higher education hasgradually been government attaches great importance to. Our system of highereducation evaluation started from80’s of last century, in nearly30years in the historyof higher education assessment, the government has been the dominant position.Undeniable, in the mode of government behavior, centralization of the initialevaluation has promoted the rapid development of China’s higher educationevaluation. However, with the reform of the management system of higher educationand the gradual deepening of the market economy, this model also exposed theproblem can not be ignored, benign and has seriously hindered the development ofhigher education evaluation. Therefore, the study of government behavior in China’shigher education appraisal be imperative.Using historical research methods for the study of higher education to assess thebehavior of the government with a sense of inspiration. First, comb our governmentacts in the history of higher education evaluation began, a clear assessment of thenature of higher education in the government action to review the evolution of highereducation evaluation policy, the Chinese government introduced the organization toparticipate in higher education assessment to summarize the government involved inthe assessment of behavioral characteristics, in order to further analyze ourgovernment participation in higher education assessment pave the problems.Then, in-depth analysis of China’s government to appraise the problems involvedin higher education, and with the four aspects of traditional culture, the interests of thegame, as well as political and economic system assessment system analyzes thecauses of the problem. Meanwhile, for the behavior of foreign governments involvedin the assessment study, summed up the three typical government behavior(guidance mode, centralized mode, cooperative mode) to Britain, France, theUnited States as the representative of this government to solve and improve ourparticipation Higher Education Evaluation of the effect of certain behaviors boostersense.Finally, our government when the problems involved in the assessment focusedon the role ambiguity, defect assessment system, weak theory, the theoretical system of the alien. Based on this, from the repositioning of the role, perfect evaluationsystem, strengthen theoretical study, assessment of building socialism with Chinesecharacteristics theoretical system and the strengthening of higher education elementevaluation of these five areas I can improve the system of government action toaddress the government action in higher education problems.In short, the popularization of higher education in the world, became the focus ofquality assurance of higher education development, and then evaluates the quality ofhigher education as an important means of regulation is also widely valued.Assessment of higher education in the government led by the historical analysis of itsbehavior, characteristics, and causes of the problems, drawing on the experience offoreign countries on the basis of appropriate countermeasures can be done to improveimprove to improve its behavior. This study has significant implications for ourgovernment to improve governance system of higher education and governancecapabilities of modern management, improve the quality of higher education andother aspects.
