Of the 20th century, 90 years, higher education has entered a new stage, the scale of the rapid expansion of higher education has made great achievements. The gross enrollment rate in 1996 was 6% to 9.15% in 1998, 15% in 2002 to the end of 2009, there were colleges and universities and adult colleges 2689, the total size of all types of higher education to reach 2979 million and higher education enrollment rate reached 24.2%, according to "national long-term education reform and development program (2010-2020)" forecast, by 2020, the total size of China's institutions of higher education will reach 3550 million and the gross enrollment rate will reach 40%. Chinese higher education has entered a stage of popular education internationally recognized, to achieve the elite to mass higher education into the higher education. Of higher education in such a fast rate of expansion, how do the evaluation of higher education, the effective protection of the quality of higher education has become one of China's higher education faces enormous challenges.This paper first evaluation of education, higher education, evaluation and other related concepts are defined, reviewed the literature on the subject were combing, and then introduces the evaluation of government involvement in the development process of higher education, including assessment of our government in higher education policy evolution; Evaluation of Higher Education in the specific form of organization; of government involvement in higher education evaluation of the positive results. The fourth part in our government assessment in higher education are analyzed, the fifth part of the foreign government involvement in higher education learn from the behavior assessment model to assess the participation in higher education of our government to obtain useful insights, Part VI the Improvement of government action in higher education evaluation some suggestions. Include: planning framework out, changing the role of government; follow the law of higher education, the establishment of two "multiple"; increase the system supply, and improve laws and regulations; strengthen the building of Higher Education Assessment Team, and vigorously promote the construction of Higher Education Evaluation Agency and so on.Overall, this paper evaluation of Higher Education the status of government actions and problems discussed, and then to the experiences of a positive reference, made applicable to our government's countermeasures. This improvement of government on higher education management and optimize the assessment of Chinese higher education system and improve the effectiveness of Evaluating Higher Education in China and so has important practical significance.
