By investigating the government act in the assessment in higher education inChina, we can notice that government is still keeping the top-down governmentalpattern of centralized management in higher education evaluation: playing leadingrole in evaluation; single evaluation standard; high subjectivity in evaluationprocess; lack of supervision of the government act. With the gradual perfection ofthe mark economy and the in-depth reform of governmental system in our country,high education has been placed into an external situation with fundamentalexchange, which make the reforming of government is necessary. Hence, thisthesis advocates the following points: the intermediary of education valuationorganization should take independent part in evaluation; the government shouldcarry out meta-evaluation for macro-management of higher school and theintermediary of education valuation organization, achieving the final purpose ofsocialization of higher education.This paper applies the theories of educational evaluation, stakeholder andgovernance as theoretical basis, pointing out that the deficiency of government’sdominant assessment and providing a theoretical basis for promotion of thesocialization of higher education evaluation. Secondly, reviewing our countrygovernmental participation in the assessment of higher education developmentcourse with the methods of historical research, the author is affirmative to the roleof government act in practice. Then, analyzing the existing problems as well asthe causes of the problems. Thirdly, comparing the foreign government’s act inparticipation in t higher education assessment with that of China and summarizingthe experience of assessment in other countries. Finally, from the actual situationin China, reestablishing the countermeasure analysis to the government act inhigher education evaluation.
