Teachers coach students to bring them a more successful future. To better teach college students, university faculties’ career developments play a significant strategic role for reforming higher education in China.This research starts from three basic concepts which includes faculty, tenure and post-tenure review and accordingly explains their meanings, the main purpose of evaluation types of PTR. As setting the theory of human motivation, teacher development theory and stakeholder theory as the theoretical framework, an analysis of the perspective of history,the implementation of measures and practices status of Virginia public institution’s PTR system is deeply studied in this paper. Moreover, the rules and the value of PTR in Virginia public institution and investigates trends and problems in its development are revealed indeed. so that we can learn experiences from America to promote revolution of the college teacher evaluating system in China.Virginia public institution’s PTR system is the key point in this research. PTR system in America was originally impleted between late1970s and early1980s. As it changes a lot for how teachers were allocated in the20th century, accountability has been promoted to a more conspicuous position. In1982, the National Commission on Higher Education published an announcement that PTR is one of the most stressful issues which academia will face in the future. Today, Although PTR has been widely implemented in America, a sustainable improvement is still necessary. To enhance faculties’ continued vitalities, a comprehensive and formal performance assessment system could be set as the rule to measure a faculty’s performance after the nomination of their tenures. This research explores the advantages and the disadvantages of PTR in Virginia public institution from three aspects-values, practices effects and management system. To be more specific, in terms of value,the system’s core philosophy is to maintain academic freedom and to develop teaching system, rather than to act as a punishment rules or even to therefore resign teachers. Also, from the aspect of implement, both the integrity and comprehensiveness of the system implementation are reflected since the collection of faculties’ information till the complaints system afterwards. However,in the implementation process, there are some shortages either. One representative case is some tenure faculties will escape appraisal by choosing retirements. Another similar case is there are also some problems such as formal evaluation in the "one size fits all" situation in some institutions.This research aims to promote some comments for improving university teacher evaluating system in China. And also, the suggestions from this research is that Virginia public institution’s PTR system importantly inspires the substance of tenure. From this research, an understanding of its PTR system typed academic freedom could be retrieved and consolidated with current Chinese teaching system to bring some promotes.
