With the development of our social economy, people’s leisure life is becomingrich. The demand for sports is not only confined to the fitness, there is a need fororderly organized sports activities. As China has a large population, the state alone isunable to meet the demand of the fitness of all the people, so it requires thegovernment and social forces to work together to meet the demand, and thenonprofit sports organizations highlights the role in this background. The study of thenon-profit sports organizations in China started rather late, and compared with thecountries in which non-profit sports organizations develop better, there is still a gap,and the most prominent problem is the slow development due to the government’s badpolicy and noneffective management. So it’s necessary for us to analyze thedevelopment of non-profit sports organizations and the relationship with thegovernment to get the development pattern and promote the development of the folknon-profit sports organizations.This article analyzes the non-profit organization’s definition, origin, development,and the problems it comes across. The article also discusses the relationshipbetween the non-profit sports organizations and the government, and takesHeilongjiang Penguin Ski Club for instance analyzes the background and the problem.Also it provides reasonable advice for its development and puts the "national fitness"into practice, and improves the government functions.
