Teachers’professional development has always played an important role in the education reform。It is also the key to determine the fate of the educational reform. In practice, although it has been found that the aspects of institution, politics and socio-economy are very important to teachers’professional development, autonomy immanence, process and sustainability aspects should also be concern. As a result, discussions about the inner nature of teachers’development have been raised. How to enhance teacher autonomy became a question which must be faced in teachers’ professional development. Previous studies always focus on the stages of development and ways to promote teachers professional development. And most of the studies recommend promoting teachers’ professional development by external incentives. However, there are less researchs on teachers’ professional development which based on teacher autonomy. A large amount of existing researches take reasoning and analysis for use and lack of empirical research. Less attention has been paid for "teacher autonomy," especially for the autonomy of primary and middle school teachers.This research is in connection with teachers in primary and secondary school. Based on the past researches of the teachers’professional development and teacher autonomy, this study begins with the necessity, characteristics and influential factors of teachers professional development. The research takes use of questionnaires, interviews and other research methods. And analyze data by a variety of methods of mathematical statistics and logical analysis, in order to explore the status of teachers’ professional development in primary and middle school and to identify problems. Then propose appropriate strategies and recommendations. This article includes four parts:The first chapter is the introduction. It is mainly about the discussions of practical and theoretical background of teachers’ professional development. And define the words "professional" and "autonomy". Then it will conduct a literature review of related researches. Besides, there will also be a brief description of the relevant theory.The second chapter elaborates the necessity of teacher autonomy development from several aspects, like the change of time, curriculum reform, lifelong development and the stages and individual differences of teachers’ professional development. Then explain the characteristics and the internal and external affecting factors of teacher autonomy development. It enriches the theoretical part of the study and provides basis for the empirical research.The third chapter is the focus of this study. It elaborated the process of research, analyzed data and found questions through the investigation. Data analyzing from four dimensions:independent development of awareness, self-development plan, the concept of self-development and self-development activity. Then explain the definition of the four dimensions. Describe the data in conjunction with the chart. The four dimensions are presented at the middle level, but the self-development activity is the worst. Followed by the description and analysis of the problems reflected in the research.The fourth chapter of the problem based on the foregoing, the author try to let the independent school teachers to promote the professional development strategies and try to put forward some suggestions:l.to create a good social atmosphere, build a democratic and free environment of school;2. wake self-awareness, inspire school teachers’intrinsic motivation, enhance self-efficacy;3. help the teachers establish reasonable goals, under the guidance of the target, promote teachers professional development;4foster lifelong developing concept, constantly seeking new ways of self-development.
