Lobbying refers to the behavior of interest groups through a variety of methods to influence decisions made by officials in the government, most often policy or legislation. Mode of lobbying refers to research related to lobbying action, lobbying relations, lobbying organizations and be summarized into a theory. The EU is one of the hottest areas of the contemporary study of international politics, and lobbying within the EU is also of great concern to scholars. However, study on the development and form about the mode of lobbying within the EU lacks of sufficient attention.This article proposes to divide the mode of lobbying within the EU (and the EC) into three periods of time, which are the’From1960s to early1980s, the prevalence of pluralism’,’From1980s to middle1990s, corporatism replaced pluralism and became dominant’,’From late1990s to present, the co-existence of pluralism and corporatism’, based on the previous study, the policy making process of the EU and from the perspective of ’input’ and ’output’ of policy, using comparative analysis and cases. Furthermore, I analyzed the features and driving factors behind these periods of time, and make the prediction that the mode of neo-pluralism will prevail in the future. This analysis will broaden the horizons of existing EU lobbying theories.
