Research On The Problem Of Social Policy About Autism In China From The Perspective Of Welfare Pluralism

Autism is a kind of pervasive development disorder and it is mostly caused by brain dysfunction. The Chinese Government has recognized autism as one kind of mental barriers since the year2007. However, the effort such as researches about autism starts a little bit late, which means that the approach of treatment for autism starts late. What is worse, the society does not have a moderately deep understanding about autism. In China, autistic group have faced a series of problems, like difficulty of hospital service, difficulty of education service and difficulty in daily life. Therefore, autism is more and more becoming not only a mental issue but also a social issue, which is relatively challenging. Also, under current government policy, it is hardly to find any systems that provide professional aids to autistic group. Lacking off basic aids from either government or non-government organizations, the service including treatment, education, job opportunity and pension funds to autistic group is poor. In current situation, the majority of families that have autistics cannot get effective help, which probably means state hand-up. Those families are almost self-reliant in the issues of autism. They have already suffered a lot from autism. And it will still annoy them for a long time and indeed make them feel hopeless. In this stage, autism is a social policy issue that have a moderately poor understanding from not only the government but also the society, which they should have a better one.Under the background of making a contribution to the harmonious society, in particular, the coming "China Dream", it is necessary to improve the social policy that services to autistic group and to build up the system based on multiple social service and social insurance. In some extent, it could reflect the social welfare and civilization of China. It is meaningful to ensure the basic rights and benefits to the Chinese residents as well. In the thesis, it makes connection to social policy and social welfare when it talks about autism. Firstly, it analyzes the current situation of autistic group in China. Based on that, it has reviewed the development of social policy that services to the mentally and physically disabled particularly the autistic group. Flowing with a deep analysis of treatment, education, job opportunity and pension funds to autistic group, it points out difficulties that autistic group has or would have to face. Secondly, it analyzes several key factors that could make influence to the development of anti-autism career. These factors could include public finance, law system contribution, social support, and cultural concept. Thirdly, it gives some relatively reasonable suggestions based on autistic group’s case. Under the background of the call of government’s duty, it encourages some approaches of cooperation between the government and non-government organizations. It emphasizes the importance of a multiple social service and insurance system as well.
