Nowadays, performance evaluation has been a common method of the public funding management. Most countries in the world has committed to the research of related theories and practices. According to the requirement of National Education Plan (2010-2020), against the trend of increasing public financed education projects, how to improve the management and efficiency of our education funding by formulating a scientific evaluation system is not only a major practical issue, but also an important basic work to promote the transformation of the government, enhance the endeavor for education governance and to realize education development mode transformation, finally drive education management theory innovation.With the big increase in university enrollment, our country and local government spend public funding to support the development of higher education constantly. At the same time, the related studies of performance evaluation are now on going. But because of many factors, the studies are focus on the related theory study and the construction of the measure standard system by using some kinds of methods. By analysis of the common methods in standard construction and the feature summary of foreign country and World Bank, the study tries to conclude the main ideas for reference.On the base of studying the theory and the existing researches, this study is based on LFA which is a common method in the management and evaluation field. The author uses the logical framework and the main principles of LFA to build a performance indicator system on higher education public project, and suggests set up special indicators in addition to the building of common indicators. The weight of the targets is estimated by Delphi method in order to ensure the performance evaluation of public projects in higher education objectively and reasonably.In order to improve the applicability of the evaluation indicators system, the study takes evaluation of national key discipline building projects as an example to test the application of the system, and gives related advices to promote the performance evaluation capability on the state and local public project in the higher education field.
