Education is the cornerstone of a country's development and national progress,and the development of higher education is a huge driving force for China's regional economic and social development In recent years,the Guangxi Zhuang Autonomous Region government has gradually increased spending on public higher education.However,due to the economic and social development of the region and the late start of higher education,the current contradiction between supply and demand of public higher education expenditures is still outstanding.Compared with economically developed provinces,the total amount of public higher education expenditure in Guangxi is relatively small,but there is still a weak awareness of higher education expenditure performance evaluation and poor management of public higher education expenditure.As the government pays more attention to the performance of public higher education expenditures,it develops a set of public performance evaluation system for public higher education expenditures,evaluates the current performance of public higher education expenditures in Guangxi,and changes the previous model of"heavy scale and light benefits".Very important:.This paper summarizes the main points of the relevant literature on the performance evaluation of higher education expenditures,and sets up three indicators of input,output and benefit based on the corresponding principles of performance evaluation indicators.The second-level indicators and the twelve-level indicators have constructed a more reasonable and scientific public education expenditure performance evaluation system that is more in line with the situation in Guangxi.Secondly,based on the previous research methods,the DEA model was used to evaluate the public higher education expenditures of 31 provinces and cities in 2015.The results show that although the technical efficiency value of public higher education expenditure in Guangxi has reached the effective DEA,its comprehensive efficiency.The value is not high.In general,public higher education expenditures have not been effective for DEA.Then,a vertical comparative analysis of the input indicators and output indicators of public higher education expenditures in Guangxi is carried out.It is found that the public higher education expenditures in Guangxi have problems of insufficient input scale,unreasonable allocation and unsatisfactory output.Finally,based on the empirical results,the author puts forward the countermeasures to increase the input intensity,strengthen the expenditure management,and improve the performance evaluation mechanism of public higher education expenditure,and provide reference and reference for the performance evaluation of public higher education expenditure in Guangxi.
