As a branch of social work, school social work appeared in early20th century in the United States, and has been developing significantly in the United States, Canada, Japan, Australia and many other developed countries. In Hong Kong, China, after30years’joint efforts, the youth workers and social workers finally establish a "one school one social worker" system which provides the necessary school services for the majority of young people during the school time of their growth.In China, school social work is still on its way. It has been9years since the Social Development Bureau of Shanghai Pudong New Area promoted school social work in38schools. The success of the project, as a typical case, is often highly praised by scholars and noted by the society. However, schools social work in our country is still at the initial stage. It mainly focuses either on translating works describing the overall situation of foreign practices, or on the discussion of the necessity of carrying out school social work in the country, while it covers little of, to be specific, macroeconomic policy, practical implementation of the model or the microscopic work. The main reason to the shortage of research is the lack of various schools social work practice in the substantive areas, which is described as "no rice in pot."And in Shanghai, it is urgently demanded to build a socialist modern international metropolis. Meanwhile, increasingly serious youth social problem prompt the party and government, the Communist Youth League organizations and mass media to meet the needs of finding some innovative methods of management in order to break through the work of the bottles fresh. School social work, as an important branch of social work, should be a breakthrough. Therefore, it is necessary to conduct a research on the implementation of school social work in Shanghai. In fact, how does the Pudong model develop? What occurred during the operation? Except Pudong’s practice, how and how many institutions in Shanghai are implementing school social work? Considering the political, economic, cultural and social development in Shanghai, what form of school social work ought to be provided? Faced with these issues of school social work, experts, scholars or the social workers in Shanghai have not even made an in-depth answer to these concerns.This piece of article is trying to resolve the problems in the following three steps. First, this article is supposed to restore the original state of the complementation of the social work in shanghai schools. That is to summarize the work conducted by different subjects in Shanghai to (government, social organizations), mainly through various means of social surveys.Second, by referring to the literature, and also considering the implementation model of school social work, in combination with the theory of partnerships in the field of public management and the actual situation in Shanghai, through the review of literature, this article is supposed to sum up a set of appropriate evaluation dimension so as to observe and analyze the status of implementation of school social work.Third, after taking the above aspects into consideration, this article is supposed to offer the evaluation on the social work practice in Shanghai, and to interpret the cause and even the underlying causes of the problem. Ultimately, it is to propose countermeasures to the development of school social work in Shanghai.
