Human resource management is one of the core management activities of an organization,and performance appraisal is one of the key tasks.Only by scientifically and impartially evaluating the performance of the members of an organization,can appropriate incentive measures be taken.Incentive is one of the important means of human resource management in an organization,and appropriate incentive can improve the group.Weaving members' initiative and initiative can improve organizational efficiency.Among all the resources that organizations can get,human beings are the only core resources that can grow and develop.The 21 st century is the era of knowledge economy.The full play of the enthusiasm and creativity of organization members plays an important role in the rapid and steady development of enterprises.Therefore,in today's increasingly competitive market environment,the evaluation of organizational members and incentive issues and countermeasures have become an important topic of concern in organizational management.Based on the development orientation and balance principle,this paper establishes an internal performance evaluation mechanism with sustained,dynamic and balanced characteristics to promote the "internationalization education ability,brand competitiveness,organizational efficiency" of International Exchange College.In view of the present situation and existing problems of internal organizations,through interviews,questionnaires and external research methods,follow the principles of systematic,scientific and effective.According to the principle of information symmetry,the principle of combining qualitative and quantitative analysis,the principle of combining departmental performance with post performance,the basic idea of combining classified performance with hierarchical performance,the 360-degree performance evaluation method and the key performance indicators(KPI)method are applied to the International Exchange College.Based on the functional characteristics and post characteristics of different departments,and combined with post value assessment,this paper designs and builds the content,form,index and weight,feedback and interview,and management methods of postperformance evaluation for faculty and staff of International Exchange College of A University,and establishes the performance evaluation system of "giving consideration to incentive mechanism" and "giving consideration to incentive mechanism".The performance evaluation system is oriented to the distribution incentive mechanism.Performance appraisal is the basis of incentive,and incentive is based on performance appraisal.Only when both of them are consistent can the development,strategy and goal of the organization be effectively realized,and it has significance in behavior orientation.
