Performance evaluation of colleges and universities has become the focus of public discussion in recent years. With the relative scarcity of resources, how to take the efficient measures to optimize allocation of resources of higher education becomes the eternal topic in academic circles. With the central university budget system fully launching and the educational reform development unceasingly requesting, the resource allocation of higher education becomes more and more important to day by day.The dissertation takes internal performance and external performance as the main body, based on widespread analysis with documents and materials, and has analyzed the domestic and foreign academic achievements and shortcoming.With the Stakeholder Theory, Principal-agent Theory, Resource Dependence Theory and Accountability Theory, the resource investment such as manpower, financial resource and physical resource and the output such as teaching, scientific research and social service deliver are sufficient to study in detail.The performance evaluation hierarchical structure of higher education based on the generalized work center has been established.In the aspect of university work center, with incorporating PCA(Principal Components Analysis) and DEA (Data Envelopment Analysis) methods a PCA-DEA model based on CORPS mode is proposed for university's external performance evaluation and 24 Science and Technology universities of MOE (Ministry of Education) have been chosen to illustrate the proposed model. And in the aspect of university generalized work center, with integrating FCA (Fuzzy Comprehensive Assessment), DRF (Data Reduction Factor) and DEA methods a mathematical model based on BSC (Balanced scorecard) method is put forward for university's internal performance evaluation and the 18 colleges of T university have been taken as the examples to calculate, which can provide some guidelines to improve performance and worthwhile governance.The main innovations of this dissertation consist of four aspects by following.1. External performance and internal performance can be integrated and completely analyzed from macroeconomic perspective based on GW (Generalized work center) concept, which are both distinguishing and also have the relation.2. Take the Science and Technology universities as example, external performance evaluation model based on CORPS mode and internal performance evaluation model based on BSC method are established separately.3. Set up the external and internal performance evaluation model with incorporating PCA, DEA, FCA, DRF and DEA methods.4. Choose qualitative indicators such as the student satisfaction, the quality of teaching and the social prestige for evaluating indicators, with the use of both quantitative and qualitative analysis.
