This research uses methods of scene observation, questionnaire, interview andtest on the development of quality balanced of pre-school education in zCounty,Henan Province.The results indicate that there are differences between urbanand rural kindergarten in z County’s pre-school education quality. These differencesincludes kindergarten overall situation, class situation, teachers on child caresemidiurnal activities of arrangements, children activities, teachers acts, teacher-childinteraction, children development evaluation, teachers education concept and actsconsciousness, and child’s family and parenting status.The pre-school educationquality development renders out unbalanced between urban and rural kindergartens.The quality of county kindergarten is better than the rural kindergarten from theoverall.The county kindergarten are best in the above nine areas.This study consists of five parts:Part I, introduction. This part includes topics of cause and core definition of thestudy, purpose and content of the study, dimensions, scope, and methodology of thestudy.PartⅡ,to researches the effect of variable of the z county’s pre-school educationquality balanced development and grasps the condition of z county preschooleducation quality and balanced development from the level differences of children’sdevelopment.Part III, to analysis the external variables and the basic variables whichinfluences the preschool education quality balanced development in z county.Theexternal variables is county education situation, and the basic variables includesgeneral condition of kindergartens and child’s family and parenting condition.Part IV, to researches the core variables which influences preschool educationquality balanced development in z county. The core variables includes the classcondition of early children, teachers’ education and awareness, the teachers’arrangements of half-day events for early children, children’s activities, teachers’ behavior,and interaction between teachers and children.Part V describes problems and causes which exists pre-school education qualitybalanced development and combines with the reality, puts forward strategies topromote pre-school education quality balanced development in z county: firstly, tobuild external support system of pre-school education quality balanced developmentof z county which includes policy support, perfect institutional system, guaranteesfunds. Secondly, to improve internal personnel quality in z county pre-schooleducation quality balanced development which includes kindergarten managers, childcare teachers, children’s parents; Finally,to put children at the center of balanceddevelopment of preschool education, to do everything for children, put educationthrough games and life, focus more on rural children’s spiritual life.
