With the development of economic society and comprehensive national strength of China, the issue of education is getting more and more attention. Compulsory education, as the foundation of national education, is the most important in our country. At present, the compulsory education in our country has basically realized the goal of popularization in quantities, but the realization of high quality balance development in quality of compulsory education still need to be further explored.The thesis analyzes the theories correlative to the balance development of compulsory education, and mainly focuses on discussing the connotation, premise, principles and core of high quality balance development. On this basis, whole evaluation index system of balance development of compulsory education is established. Analytic Hierarchy Process(AHP) is applied to determine the index weight, and grey-clustering analysis is used to assess the index. It provides a method basis for a district to evaluate its level of balance development. Based on methods of Theil index and diversity factor, the methods are established to evaluate the balance development situation between the urban and the rural,and between different schools as well. It provides a method basis to analyze the different aspects of balance development in detail. The theories and methods above-mentioned applied to evaluate the compulsory education level of Longhua District in Haikou City. First, its status quo of development of compulsory education is analyzed, and its measures and implementation effect for improving the balance development of compulsory education is summarized, and the public feedback is obtained by a survey of public satisfaction to the balance development situation of compulsory education. Then, its balance development level of compulsory education is quantitative evaluated from the aspects of whole level, the balance between the urban and the rural, and the balance between different schools. Finally, according to the evaluation result, the concrete measures and suggestions proposed for Longhua District to improve its compulsory education level to the degree of high quality balance development.
