Public charter school is a new school mode born during American basic education reform in 1990 s.This is a kind of education approach that public authority institution endows, signs contracts or chatters with parents, teachers and the school management,non-profitable institutes and organizations, and make commitment to each other, mainly aimed at improving teaching quality and offering equal education opportunity.When Taiwan introduced the public chart school, it diverged into two different modes—public school under private management in American style and public schools under public management; the former aims to meet the diverse needs of education, and the latter strives to promote the development of the education for Taiwanese aborigines.On the basis of illustrating the significance of topic and the basic concept of charter school and aboriginal education, and explaining the research thought and research methods, this paper combines the theoretical exploring of charter school, the establishment of related legal system and the process of practice and innovation through the literature analysis and field survey in Taiwan, analyses the development of two kinds of models: “private management of public school” and “public management of public school”. Through the case of actual school, the organization forms, teachers and curriculums of“private management of public school” and “public management of public school” have been analyzed separately and deeply. In this paper, the author believes that the charter school in Taiwan is not a simple copy of American, but according to the characteristics of its own to create. There are some successes that the model of “private management of public school” meets the demand of diversified education and the model of “public management of public school” promotes the development of aboriginal education.However, there are still some problems in the development of charter school in Taiwan,such as the imperfect laws and regulations and the contradictions to the original systems.All of this should be improved gradually by the further reforms.
