A Study On The Evaluation Framework Of Excellence In British Universities

In order to release the pressure of budget on scientific research at colleges and universities, strengthen the commercialization of scientific research products, and face the challenge effectively on the international promotion of scientific research quality, the British government reformed on the “Research Assessment Exercise(RAE)” in 2008 and advocated the “Research Excellence Framework(REF)” in 2014. The thesis focuses on the analysis on the policies, procedures, features and influences of REF, which will hopefully be beneficial to the Chinese counterparts with its theoretical and practical value.The thesis is divided into three parts. The first chapter mainly discusses the background of REF and its contents. The second chapter illustrates the procedures of REF, and studies the influences of REF from both the positive perspective and the negative one. Based on the research of the previous chapters, the third chapter illustrates the features of REF is revealed, namely authority, transparency, brevity, efficiency and quality-orientation, and analyzes its reference on the Chinese counterparts.
