In 2016,the Department for Business,Innovation and Skills in UK published the white paper Success as a Knowledge Economy:Teaching Excellence,Social Mobility and Student Choice.It means the Teaching Excellence Framework(TEF)which is the main policy line is officially initiated.Teaching Excellence Framework is divided into four phases according to the annual plan.Its assessment content includes assessment framework,metric and provider submissions.TEF combinesexternal assessment and self-assessment as the main assessment method.In June 2017,the outcome of TEF Year Two which focus on the evaluation of undergraduate teaching was announced to the public and is the most complete part of the implementation so far.TEF is a landmark reform of higher education in UK.It have aroused warm response in the UK higher education sector and will promote the investment in teaching in universities,provide reference information for students to choose school and improve college teaching status.Otherwise there are also some controversies in the implementation process.The method of this research includes literature analysis,comparative study and case study.It aims to analysis the evaluation model of TEF comprehensively.On the basis of summarizing its implementation characteristics and impacts,it looks for a clue for teaching quality assurance in Chinese Higher Education.Firstly,the research begins with the background of TEF,and then analyses the top-level design of the implementation from macro perspective of the policy level.This paper focuses on the Year Two of TEF,especially its assessment model,perspective,metric and outcome.In the selection of individual cases,the higher education institutions in UUK are the main players in the analysis of the specific conditions of college participation.Secondly,on the basis of researching the process,the characteristics,impacts,and controversies of TEF are analyzed.Its evidence-based assessment model,emphasis on student participation assessment,and the aim of expanding participation are worthy of learning from our country.Finally,it objectively summarizes the evaluation model of TEF.At the same time,it elaborates the status quo and problems of the evaluation of higher education teaching quality in China,and proposes feasible suggestions for the evaluation of teaching quality in China with the characteristics of the evaluation of TEF.It is suggested that the quality of higher education teaching in China should promote the diversification of assessment subjects,give autonomy to colleges to participate in assessments,and use national survey data as evaluation references.
