| The adolescents are seen as the future and hope for a country. In the face of the worsening health condition among Chinese adolescents in recent year, the Ministry of Education and General Administration of Sport jointly issued the National Student Physical Health Standard(hereinafter referred to as the standard) in April of 2007. Since the day of the release, all schools in China have been required to carry out the standard strictly. It is also an important measure of the two organizations to actively implement the CPC Central Committee and State Council’s Decision on Deepening Education Reform and Comprehensively Promoting Quality Education and the State Council’s Decision on the Reform and Development of Elementary Education. It is also a specific measure for those schools to establish the concept of health being first. The implementation of the standard will improve the physical health of those students and motivate them to engage in physical exercise. What is more, it can be also adopted as the evaluation standard for their physical health.he standard has been put into use for 9 years. However, there have also arisen a variety of problems during the course of implementation. Hence, great efforts should be made to identify and research those problems existing in the test of student physical health, which will be of significant meaning to improving the organization mode and management level for the test of college-student physical health. In addition to surveying the condition of physical health among contemporary college students and deepening the reform of physical education, the quality education, which is aimed at developing the students into the high-quality talent in terms of moral, intellectual, physical, aesthetics and labor, will be of realistic and theoretical meaning. By employing the literature material, questionnaire, field survey, mathematic statistics and logic induction, this paper has chosen the test mechanism of physical health for college students in 12Shandong-based universities as the research subject. By making a study of the basic form and management mode of the test mechanism, this paper has drawn the conclusion and inspiration on the basis of the analysis on the current situation and existing problems. The research result will be presented as follows:1. There are several problems existing in the test mechanism of physical health for those students in Shandong-based universities. Firstly, the test mechanism is not well developed. The division of labor between departments is not conducted in a scientific manner. Secondly, the test mechanism is not complete, thus lacking relevant inspection system. Thirdly, the test standard is not carried out properly, thus undermining the test effect. Fourthly, the test tool is not unified and lacks internal impetus. Fifthly, the test has not been given due attention. The feedback andevaluation of test performance are not conducted in a timely manner.2. The development needs of college students physical health test determines the University Students in Physical Health Test management must achieve specialization, normalization,systematization and modernization.3. The test mechanism of physical health for Shandong-based college students should be based on the concept of focusing on the people. According to the relevant management principle,the management and operation mechanism for the organizing committee of the standard in the form of matrix have been established. The framework has included the decision adjusting mechanism, operation coordinating mechanism, early warning mechanism, impetus guarantee mechanism, performance evaluation mechanism, incentive restraint mechanism and self education mechanism. Hence, it will bring the carrier role of college students in the test management into full play and thus realize the effective implementation of test mechanism of physical health for college students. |
