Undergraduate tutoring originated in 14 th century Britain and spread to China in the modern era, is an effective institution to ensure and improve the quality of higher education. With the continuous advance of Chinese higher education reform, especially after the implication of the credit system, undergraduate tutoring become a new trend. In this article, we use Liaoning Normal University as an example, research and analyze the experience, problem and deficiency after the experimentation of undergraduate tutoring since 2003. Combined with the trend of Chinese higher education development and practice of teaching management in colleges and universities, we present an innovative approach to promote the connotative development of university and improve teaching quality by strengthening the topdesign of undergraduate tutorial system, enhancing the level of construction on higher education management and institution, which breakthrough with the establishment of tutoring platform centering university student tutoring center, leverage with the consummation of supervision, evaluation, incentive mechanism of tutoring, support with the Integration of university educational resources advantages.
