Private Universities are an important force in China’s education, to meet the needs of the community, improve the quality, promote economic development, promoting the popularization of higher education, etc., to make a positive contribution. Private Universities have become an important part of higher education.State Council executive meeting, "to accelerate the development and technological progress and production methods change and adapt to social and public services, capacity to teach the depth of integration of modern vocational education and training hundreds of millions of engineers, senior technicians and qualified professional personnel," clearly want "Universities guide to the application of a number of types of technology college transition." In this context, local colleges to the University of Applied Sciences in transition for a time became a hot topic of concern to the higher education sector. An important part of Private Universities as local colleges, facing a new round of restructuring wave, how to deal with, can not help thinking of becoming subject. Although China’s private colleges and universities in terms of scale, quality, structure, system, and have achieved remarkable results, but compared with the development and economic and social needs of the masses, compared with first-class foreign private universities, there is a large gap.Private Universities as public welfare, education and services provided a quasi-public goods property, which contains a wide range of stakeholders, including funders, administrators, students, teachers and the communities, government departments and universities have an interest individuals and groups. Currently, private undergraduate college transition to University of Applied Sciences, the school is facing a bottleneck both internal and external, from the internal point of view, the internal corporate governance structure is not perfect private undergraduate colleges, faculty age, title structure is irrational, professional setting and economy divorced from social development needs, research strength is not strong, the ability to serve the local economic and social development is still very weak; From the outside, private education-related policies and regulations are not perfect, the legal property is not clear, the teachers can not do the same treatment and public colleges and universities, government finances inadequate financial support, government regulation of private colleges too much too small.In this paper, the status of the survey the development of private undergraduate colleges, undergraduate colleges and universities to analyze the private University of Applied Sciences in transition in the background, the necessity and feasibility of summing up in Germany, Taiwan, China, the Shanghai University of applied technology development and support private colleges successful development experience, learn from public goods theory, stakeholder theory, public governance theory, proposed the construction of a high level of private universities in the application of technology path, initiatives.
