Under the background of the new century, the field of comparative education gets the favour of the countries all over the world. In recent years, our country has paid more attention to the comparative study of the curriculum standard between our country and developed countries, such as European countries and the United States, and ignored the neighbor country, Russia. China and Russia have almost the same mathematical education foundation. At the beginning of the founding of new China, China once learned from the Soviet Union without destination, and followed their teaching principles and methods. After the wave of reforming, China gradually formed its own system. It enacted the new mathematics curriculum standard "The compulsory education mathematics curriculum standards of China (2011 edition)" in 2011. So the comparative study between China and Russia’s mathematics curriculum standards has great significance. Also, It is necessary for them to learn from each other in the field of mathematics curriculum.This study based on the national curriculum standards of the two countries. The research objects are the elementary school mathematics curriculum standards of China and Russia. It mainly adopts the literature research, content analysis method and comparison method, etc. Research content includes several aspects:the researchers and the development process of the mathematics curriculum, the overall (including the overall framework, the learning period of division, the basic idea, implementing suggestions), curriculum objectives, curriculum content and so on. In addition, the specific contents of the curriculum standard research is mainly from four areas which are the number and algebra, graphics and geometry, statistics and probability, comprehensive and practice. By comparison, it is concluded that the two countries have the similarities and differences of the elementary school mathematics curriculum standards. Also, it can Outline the advantages and disadvantages of two countries’ standards, in order to influence the mathematics curriculum standard reform path of China and Russia:1. From the process of development of the two standards:their backgrounds’difference leads to the difference of standard starting point; different conditions lead to different development process.2. From the comparison of two countries’ basic concepts:based on commonality, Russia standard pays more attention to students’ personality; their concepts have different emphasis; both of them pay attention to the development of innovative ability.3. From the comparison of overall goals:expression’s difference reflects different Setting concept; Compared with Russia, China’ objective is administrative; Attaching great importance to the double-base, guiding the students to thrive; attaching great importance to the ability of solving problems, developing students’ creative ability.4. From the comparison of the specific goals:different layout structure highlights the difference of goal’s flexibility; regularly using the goal verbs and enhancing maneuverability of goals; Pay attention to the practice and application of knowledge and skills, being close to students’ daily life.5. From the comparison of the course content:the depth and breadth of China’s content is beyond Russia, and the specific area of the two countries is different.Through the comparison of the above aspects, we can draw inspirations:dealing with the relationship between the excellent tradition and reforming development reasonably; treating the elite education reasonably and optimizing the teaching activities; Adhering to strengthen the use and application of mathematical knowledge; Adhering to cultivating the students ability of estimate; improving the presentation styles of goals and respecting students’ individual differences.
