This study selected the Chinese and British primary education mathematics curriculum standard for comparison. In this paper, literature research, text analysis, comparison to the two primary mathematics curriculum standards breadth and comparative analysis of the depth, and the comparison to generalize conclusions. We hope to standard construction of primary school mathematics to provide some reference. By comparison found that: British primary mathematics curriculum standards include course objectives, content standards and to implement the recommendations and so on. But there are differences between the two countries in order orchestration, language expression. Setting philosophies: for all students; teachers require different; emphasis on the use of information technology; more emphasis on the development of mathematics Britain terms; Chinese weight of basic knowledge and basic skills learning. Goals: countries attach great importance to basic knowledge and skills; emphasis on problem-solving skills; attention to the value of mathematics; the UK pay more attention to the integration of mathematics and other disciplines, different emphasis on the ability of students to receive training. Curriculum content standards: in breadth, "Chinese Course Standard" slightly greater than the "British class standard," knowledge content requires the two countries in depth "Chinese Course Standard" to be difficult "British class standard." But "the national curriculum in England" for a more detailed description of specific knowledge, more distinct levels. In terms of implementation of the recommendations: both countries focus on students ’mathematical knowledge and ability to develop and cultivate; attention to student attitudes and students’ individual differences; agree to reasonable use of information technology. But the British pay more attention to the problem is solved; recommends that China be more specific. Enlightenment to the Construction of Mathematics Curriculum Standards: First, the elastic curriculum goals, focusing on student-centered; secondly, to promote fusion between disciplines, focusing on students’ ability to solve problems; third, play school autonomy, focusing on teacher participation; fourth, pay attention to social participation, to meet the needs of all students.
