School-based Curriculum is developed and practised according to schools’ own feature and needs, which can cater to the differences among students, hence benefits the development of all students. Since the year 2013 the author has been participating in the development and practice of English Newspaper Reading, a course in the School-based Curriculum of her school. Hence, she has some understanding of the principles of School-based Curriculum; and she is aware of the complicated process and practical problems in implementing school-based curriculum, given the limitation of the school teachers and students. It remains to be reflected on and acted upon the problem of how to improve the effectivity of School-based Curriculum.This study was conducted on the basis of the theoretical framework of action research, aiming to find the practical problems in the practice of the School-based Curriculum of English Newspaper Reading and the ways to solve these problems. In this way, the research helps to put forward some practical and valuable solutions in the practice of School-based Curriculum. During this process, teachers can identify and solve the problems as researchers. In this way, teachers can study the related theories and improve their own professional competence in learning the needs of students, exploiting the teaching materials and conducting teaching.The study addresses the following questions:firstly, how can the course of English Newspaper Reading be implemented more effectively? Secondly, what results will the action bring about? In order to fulfill the goals, the author and her colleagues firstly decide on the program objectives after identifying the needs of the students and made some attempts in the design of teaching by combining the feathers of the materials. During the practice, they got feedbacks from students and constantly reflected on and adjusted the teaching procedure. They also combined textual comprehension, language output and cultural understanding in with newspaper reading. Two questionnaires were conducted among all students before and after the action research as well as interviews among some of the students. As for the teachers,3 interviews were carried out at the beginning, in the middle and at the end of the research. During the process of the research, one teacher wrote teaching logs after each class. Apart from that, two exam results were compared and the assignments for students were recorded.According to the statistics, the author finds this action research has brought about satisfactory results, The author has also effectively solved the problems they faced in the practice of School-based Curriculum. Not only are the reading ability of students improved, their textual comprehension ability, and writing have also improved. More importantly, through the reflection of the research, the teachers have found solutions to their problems and improve their teaching competence...
