Bilingual teachers’ teaching ability in national regions is the key of balanced development of compulsory education in ethnic minority areas, for now, however, bilingual teachers’ team construction in ethnic minority areas on the whole there are a lot of problems. Teachers’ development in national regions is a complicated system engineering, in practice, not only should pay attention to improve the policy mechanism construction, but also based on the particularity of the profession of bilingual teachers and the particularity of national regions, so as to promote the development of bilingual education in ethnic minority areas.Bilingual teachers is one of two major bottlenecks of the effective implementation of the bilingual teaching in our country, developing Tibetan area education is to improve overall qualities of Tibetan education quality and the national one hundred plan, the quality of the bilingual teachers affects the Tibetan area to the development of education. So-called bilingual teachers, usually refers to those who are able to skillfully use two languages for the teaching of teachers, especially in a foreign language teachers teach a course in language. Bilingual teachers in ethnic minority areas is not only to grasp the particularity of different ages students development and education, master of minority cultural knowledge, and must have the ability to skillfully use two languages, to ensure that the use of bilingual education for students, the current bilingual education in national regions of Qinghai teacher there are many problems.Tongren bilingual teachers in ethnic minority areas in Qinghai, the author of this paper situation investigation and study, collects the real material. By working with local education workers and school leadership, teacher interview and questionnaire survey, on the basis of based on the principle of seeking truth from facts, fully reflect the real Tongren teachers team construction in national regions of Qinghai’s basic situation, problems and needs. Actually based on region, aimed at the present situation of bilingual education in ethnic minority of urgent and outstanding problems, more objectively put forward further comments and Suggestions to promote the bilingual teacher development in national regions. Based on the actual use of institutions of higher learning resources in national regions by constructing scientific education concept, setting up reasonable curriculum, establish tibetan-chinese bilingual education teachers’ training center and other measures to strengthen the construction of bilingual teachers of Tibetan areas, cultivating Tibetan and bilingual teachers.
