With the improvement and development of the teaching reform, many schools have prepared learning plans for students to carry out the study programs in Jiangsu province. It aims to make students’ study more systematic, more targeted and more comprehensive. In fact, the contents of the teaching evaluation of senior high school are based on the textbook. The textbook is always the major carrier of the knowledge on the subject. However, with the emergence of the case studies, the position and function of textbooks have greatly declined. On the one hand, some students only use learning cases in class so that the textbooks are forgotten. They don’t read the textbook until they have to finish their after-school exercises. they may know a little about the details in the textbook, and sometimes even nothing. On the other hand, teachers may have lessons in class by the direct use of others’ case studies without their own new ideas, which defeats the lessons of teaching greatly. The learning plans may be from either other schools or the teachers of this school, and sometimes downloaded online. Teachers just have a cursory look at the textbook without playing its due role in the progress of teaching. The phenomenon make us worried. Therefore, it makes great sense for us to study how to manage the relationship between textbooks and case studies to have an effect on teaching and study.The article had applied the methods of document retrieval method to analyze the status of textbooks and case studies in the learning progress, and analyze the prominent problems between them with questionnaires and interviews. The respondents and interviewees are the teachers and students from High School Affiliated to Yangzhou University, Hanjiang High School of Jiangsu Province, Yangzhoushi Xinhua High School, Jiangsu Jingjiang Senior Middle School and Jianhu High School of Jiangsu Province. Based on the research, the advantages and disadvantages about textbooks and learning cases are drawn. The main advantages of learning cases are that the hierarchy is clear and fluent, which can provide teaching reference for the teachers,and the types of mathematical problems are relatively rich, which helps broaden students’visions and improve the students’ solving ability. Then the main disadvantages of learning cases are that the forms of editing are single and teachers just follow the way provided in study cases in class,which is badfor the improvement of teaching quality. Apart from these, learning cases become the replicas of teaching materials or homework and have little focus on the reflective abstractions. For teaching materials, its advantages are as the follwing. For one thing, it provides the best tools for the teacher’s teaching. Another, it provides a good help for the students’ study. Its advantages perform on that it is unfavorable to adapt to the different students and easy to inhibit students’ curiosity and creativity.The final chapter of the paper are measures and suggestions for balancing the relationship between teaching and learning from four perspectives. For the school, it should pay attention to the training for teachers, and the teachers should make efforts to improve the quality of learning cases. In the meantime, it should guide teachers to enhance the study of the theory of inquiry teaching to make them have a new location on teaching, the teachers’ role is changing from teaching to exploring, from knowledge facilitator to learner’s supervisor, learner and reflector. It may also encourage the teachers who is good at innovation in teaching or offer open courses to make the teachers learn from each other to enhance teaching skills. The school should try letting go and have no autocracy. The people who know the students most is nothing else than the teachers in school, so let the teachers and students themselves choose the teaching and learning materials. For the teachers, they should master the teaching material on the whole and write study cases based on students’ study situation. Meanwhile, it may guide students to learn how to use cases to maintain equilibrium between teaching materials and learning cases. They should also utilize teaching materials by being creative and improve the quality of classroom teaching. For students, first of all, the may change the idea of "learning cases=workbooks ". Next, they should prepare lessons before class carefully according to the guiding cases and take notes on learning methods or learning laws to summarize basic approaches. At the same time, they may pay attention to forming a habit of abelling teaching plans. Finally, we attach importance to the quality of teaching and learning.
