In order to accelerate the comprehensive transformation and development of China's economy and society,and rapidly promote the upgrading of industrial structure,and comprehensively enhance the comprehensive competitiveness centered on science and technology and talents,the state has launched a "double-first-class" strategy,in hope of realizing the leap of China from “China's Run”,"parallel" to "lead" in various fields.The graduate education of disadvantage discipline is an important link in the construction of “double first-class” and a highland of talent cultivation,which directly affects the process of “double first-class” construction.However,at this stage,China is in the exploratory period of “double first-class”construction.Under the background that the advantages and key disciplines are“favored” and supported by funds,talents and policies,the development resources are limited in the graduate cultivation process of disadvantage disciplines,the development of disadvantage disciplines is difficult,and neglected,weakened,adjusted,and even abolished.In addition,the lack of attention in the academic circles,the quality assurance system of self-cultivation is not perfect,and the quality assurance system of self-cultivation is not perfect,which makes it difficult to improve the quality and employment of graduate students in disadvantaged disciplines.In view of the phenomena above,this paper explores the key factors affecting the quality of graduate education in disadvantage disciplines through document analysis according to the theory of total quality management and multi-governance theory.Based on this,we choose “first-class university construction” typical university in Northeast China as the research object.Through questionnaires,interviews,from the two aspects of discipline construction and graduate cultivation quality assurance system,we explore the current situation of graduate cultivation in disadvantage disciplines thoroughly.The finding shows that universities attach importance to the leading disciplines but ignore the disadvantage discipline,discipline rankings but theconnotation of disciplines at the disciplinary and pay attention to the immediate benefits but ignore their long-term development.Meanwhile the key disciplines of the“popular discipline”,and the disadvantage disciplines of “black under the lamp”seriously constrained the cultivation quality of graduate students.In the quality assurance system,there comes many problems:incomplete the enrollment system and tutor system,unscientific curriculum teaching system,not strict control of dissertations,and inadequate support of educational resources,which have also weakened the cultivation quality of graduate students.Guided by the problems,and drawing on the successful experience of talent cultivation in top universities of foreign states,the following countermeasures are proposed:(1)For disciplines.Scientifically classify,properly support and appropriately reduce disadvantage disciplines;cultivate discipline culture and encourage the interdisciplinary integration;make rational use of assessment tools,enrich the sources to boost the disadvantage disciplines;(2)For the government.it is necessary to adjust fiscal budget and enhance external evaluation and supervision;(3)For universities.we must uphold the quality management concept,deepen the internal management of universities;(4)For students.Students' interests should be stimulated and improve their research ability.
