Research On The Enrollment System Of Higher Vocational Colleges Under The Concept Of Lifelong Education

The concept of lifelong education dates back to the 1950s and 1960s, which is a kind of reaction and the cognition of human beings into the information age.In the information age,the economic development speed,the adjustment of industrial structure,the upgrading of products frequently cause the social changes.For the people who lived in this period,only by continuous learning to allow yourself to adapt to social change requirements,keep pace with the progress of society,so that the basic rights of individuals are protected.Learning as a norm, not only for the need of employment,it is a way of life, at the same time, it is also a way that person to enjoy life and realize the rights of the individual. With the upgrading of industrial structure,changing of jobs and the appearance of new areas of employment, it has put forward higher requirements on the quality of workers and employment ability. To accept the higher vocational education and training of high level become the fundamental right of individual, and to ensure the realization of these rights is the basic responsibility and obligation of government and the social, especially the primary responsibility of institutions of higher vocational education. The large number, wide enough distribution establishment of higher vocational education and training institutions is the basic conditions and the premise to realize the right of people. As everyone knows, there are institutions provides the possibility of the realization of right itself, but the true realization of the rights, must be everyone who need education and training can enter into the school,classroom, and the enrollment system is the key to decide whether a person can receive education and training.Judging from the current situation,our higher vocational education institutions can not meet the strong market demand on quality and quantity, and some institutions in the provision of services, pay more attention to education than content, and because of the limitation of the enrollment system, a lot of people who need education and training out of the gate.Because the enrollment of higher education institutions in China, mainly by the enrollment of college entrance examination, and some in the medium vocational school education for young people and workers have adult is not likely to succeed by this. This situation deviates from the concept of lifelong education,which damage the employment rights and educational right fundamentally.In comparison, the higher vocational education in developed countries, can better provide a variety of educational services according to the design idea of lifelong education, especially the enrollment system can well ensure everyone have the opportunity to enter the school so that achieve their goal of lifelong learning.This article through the literature method and comparative analysis method, it conducts the research of higher vocational enrollment system in developed countries, which provide reference on the reform of the enrollment system for our higher vocational colleges, and contribute to the construction of modern vocational education system,and in accordance with the idea of lifelong education,to build a learning society.This research mainly includes the following aspects:The first chapter,introduction.It mainly discuss the following contents:origin, significance,research ideas and methods,the related concepts and sort out the related research findings at home and abroad, and clear the innovation.The second chapter, It mainly discuss the relationship between lifelong education and higher vocational education. Firstly, it analysis the theory of lifelong education idea,which through the discussion of the vocational, vocational career and vocational education,in order to interpret the connotation of vocational education under the lifelong education; then come to conclusion the theory that the vocational education is throughout life education, in the new period, we should stick to the concept that we meet the demand of and vocation in life and it is the power that vocational education development under the concept of lifelong education; it proposes it is the key to carry out vocational enrollment system that shows the concept of lifelong education,in order to construct the learning type society, and it also has the characteristics of the enrollment system in detail.The third chapter, it mainly analysis how to establish and improve the recruitment system in Germany, American and Australian higher vocational colleges,which meet the people’s lifelong learning experience. These experiences have something in common about the enrollment system design:highlight the enrollment plan independently, carry out registration, to review the humanized qualifications and provide good guidance and counseling services.The fourth chapter, it mainly analysis the status of the enrollment system of Higher Vocational Colleges in China at the present stage. Using the successful experience of foreign higher vocational college enrollment system as a reference, it falls into four distinct aspects in the present higher vocational colleges admissions system problems: not enough of the independent enrollment plan; harsh provisions of conditions;the single and rigid and methods; and the lack of guidance and counseling services.The fifth chapter,mainly discuss thinking of the reform of the enrollment system in Higher Vocational Colleges of our country under the concept of lifelong education:First, it describes the reason to expand the right of independent recruitment in our Higher Vocational College.Secondly,based on the successful experience of other countries and combined with our actual situation the actual situation,then it understand the meaning of "independent recruitment" under lifelong education,it mainly includes the nature is to highlight the service and weaken the selection; the starting point is to highlight the vocational demand and weaken the demand of entering a higher school; the degree of openness is from Limited to maximum. Finally, put forward the policies and measures to promote the implementation of the independent recruitment of students in Higher Vocational Colleges:Divide the stage and region to set the entrance condition scientifically;establish suitable our prior learning certification system as soon as possible; to control export by building connotation and strengthen quality management; to provide vocational guidance and consulting services for the students.
