On The Tendency Of Parallel Choice Policy In The Recruitment And Enrollment Of Colleges And Universities In Shanghai

Higher education is one of the most important ways to cultivate all kinds of talents for the development of our country. And the recruitment and enrollment of colleges and universities is to select and cultivate these potential talents for higher education and social justice. So, the importance of the recruitment and enrollment of colleges and universities is self-evident.Firstly, this paper will make a research on the choice of the examinees in NMET (National Matriculation Entrance Test) as well as the measures and strategies of the recruitment and enrollment. The procedures are listed: fill in the form of choices of colleges and universities before the test, and the higher vocational colleges after; priority is given to the choice of the examinees; the acceptance of the examinees (choice first, mark after)is from the high marks to the low marks; point out for the examinees some existent problems on the basis of marks. Secondly, this paper will analyze the charateristics of the colleges and universities in other provinces such as Jiangsu, Zhejiang and Anhui while carrying out the parallel choice policy in the recruitment and enrollment.In the autumn of 2008, the parallel choice policy in the recruitment and enrollment of the colleges and universities in Shanghai will be implemented. As for the feasibility, advantages, problems and even possible risks in the future, influences on the quality-oriented education in senior middle schools and the proportion of recruitment etc. the author has carried out much survey and research before and after the policy made. This includes the discussions and interviews with many people concerned, such as 8 teachers and chancellors in senior middle school, 4 in charge of Shanghai colleges and universities'recruitment office, 2 university presidents and 3 leaders and colleagues in Shanghai Municipal Educational Examination Authority. In addition, the author also sent out questionnaires for 342 graduates from senior middle school, and proposed the theories of parallel choice policy in the recruitment and enrollment of colleges and universities in Shanghai: the realization of education equality, the principles of resource optimization and Enrollment Procedure Redesign in higher education.With every choice parallel, the essence of the parallel choice policy is that the ultimate marks are dominant, the implementation of which can enhance the efficiency of choice, simultaneously reduce the gambling phenomenon in examinations, thus giving first priority to examinees themselves. But there are possible risks among examinees with respect to rendering the parallel choice. If they can't position themselves suitably and render their choice appropriately, they will also have the possibility of failure in the recruitment. Marks will be emphasized more after the implementation of parallel choice policy.After the implementation of parallel choice policy in Shanghai, the recruitment is still a very important aspect of education reform. Firstly, NMET is still the main form of university entrance. Because of its"procedure justice", its fairness is accepted by most people and has much positive influences on selecting and cultivating talents. But we must solve the problems urgently which regard marks as the only criterion. Secondly, the other aspect of the reform is to extend steadily the extent of the independent recruitment, which breaks the Centralized Enrolling System of one-shot affair seeing the marks as the only criterion, and to promote the quality-oriented education at the same time. Admittedly, it should be improved during the implementation so as to obtain better results. Moreover, we can draw lessons from other countries'such as America's advanced and effective recruitment and enrollment modes. The recruitment and enrollment should be developed to a diverse, multilevel direction in the colleges and universities of Shanghai; the result of the achievement test for senior middle school graduates can be the marks for them upon graduation, as well as the"permit"of the higher vocational colleges. The experiment of the independent recruitment in the first-class colleges and universities and the start of the independent recruitment in the higher vocational colleges are alleviating the intense competition which is like'The hordes of troops and horses lead only wooden bridge'. The recruitment reform of colleges and universities will be on a more reasonable, various and vigorous road.
