In 2010 the "national long-term education reform and development program(2010- 2020)", the State Department clearly accelerate the construction of occupation education. It also provides an opportunity for the past few years, the rapid development of higher vocational education, cultivate the middle, senior professional technicians and management personnel for the economic construction, the focus is the application of technology, talents, it forms a powerful thrust for the economic development of our country. The higher occupation education achievements is obviously, but the difficulties and problems in its development is worth for thinking. At present, higher education personnel recruitment examination is still the main mode of mathematical logic, lack of making application skills assessment, just as interpersonal skills, hands-on ability of the candidates. so at this stage of the college entrance examination system, it is easily lead to the loss of talents, and make them lose the chance of further study. Independent recruitment of higher vocational colleges is a two-way platform of choice, not only give the autonomy of Higher Vocational Colleges recruiting talents, but also give the students more choice. In the premise of resource coordination without conflict, giving more choices for the candidates who have technical expertise, providing the channels to continue their education. Independent recruitment examination reform in higher vocational colleges is the inevitable choice of the higher vocational education characteristic institutions, but also the future trend of higher vocational education enrollment system reform.In 2007, Panyu Polytechnic Institute in Guangzhou by the Ministry of Education officially authorized to carry out independent recruitment pilot, has experienced 8 years of exploration and test. This paper takes Guangzhou Vocational College Independent Recruitment reform policy as the research object, using literature, policy analysis method, investigation, look back the higher vocational education development course of Guangzhou area and the background of vocational college independent recruitment reform policies.Since Guangzhou Vocational College Independent Recruitment reform policy put into trial use. All the higher vocational colleges conscientiously implement all of procedure in accordance with the policy and provision strictly, and constantly improve the admission mode. This reform has important significance for the candidates, the higher occupation education, the society. But in the process of policy implementation, it appeard many problems, such as low scientific rationality and enrollment quantity, weak attraction, small enrollment scale, high cost of enrollment, too much responsibility pressure, high independent risk, big policy changes, and autonomous space is getting smaller and smaller.In the course of the study, the author summarizes the macro environment of independent recruitment in Higher Vocational Colleges from higher vocational colleges, students, society three aspects; analysis of Guangzhou Area Vocational College Independent Recruitment effects focus on the policy environment and causes of various problems arising in the process of research and development. In 2014, I followed the enrollment team of Guangzhou Ctiy Construction Vocational College, visited Jiangsu Province, Shanghai Zhengde College, Zhongshan college, Xinqiao college and acquired the data and experience. In the data base, through perfecting the policy system, increasing independent recruitment publicity, enlarging scale, improving the social recognition of vocational colleges, as this four aspects, I analysed the environment and inherent law in college independent recruitment working, then put forward the research conclusion and suggestions for reform.
