Schools music education in urumqi from a certain level, the situation reflects the status quo in terms of primary and secondary music education in Xinjiang. From my investigation into the situation, although in primary and secondary schools in Urumqi train some musical talent, but can not hide the lack of music education in their home. So, how to build localized music education system, passing the local traditional culture, has become today’s generation of music educators responsibility and mission. Theory and practice of BI—Musicality is an attempt Xinjiang Normal University College of Music in music education sector. It is based on a multicultural background, trying to explore a region for ethnic music education path. The subject implementing nearly eight years, has trained several batches of outstanding graduates went to the school music class. However, in the case of the double sense of music school music classroom implementation, there is no relevant academic research.This article is based on the dual concept of musical references to primary and secondary schools in Urumqi five points for doing fieldwork related investigations, and collecting information and data were analyzed. The current situation of trying to Urumqi music classroom teaching as well as local music to describe and recommend the introduction of a dual musical ideas, and finally to Class dual perspective to explore thematic primary and secondary music education classroom to introduce the concept of the value of the BI—Musicality lies.When conducting fieldwork I found students’ understanding of the local music almost nothing, and asked the reason to get feedback also varied. This will undoubtedly point to the problem of primary and secondary music education system. Too little attention to local music culture. Professor Zhang Huan said: "There is no soil of education is not clear." BI — Musicality ideas, use of soil Xinjiang multiculturalism and integration of the concepts into school music classroom, so that students on the foot of this land generate attention on music.
