In-service training of teachers is a world-wide issues. How to train junior school teachers in-service training in scientific、rational and comprehensive ways is the necessary means to improve the overall quality of teachers.Under the background of the new curriculum reform which is being promoted Comprehensively,there is a great significance of junior school teachers in-service training to promote the smooth progress of the new curriculum reform and the development of schools、teachers and students.In this paper, it carried out a survey and exploration with the ways of on-site observation, questionnaires and interviews to 6 junior schools in the City of Harbin. I have understand the implementation of the teacher training schools. The results show that the in-service training of teachers exists many problems,such as the disagree between the training model and educational reform, the departure of between training curriculum and teachers ‘need and the single training model, the ineffectiveness of the system on teachers’ assessment. Based on the foreign experience, the writer’s opinions are as follows: encourage teachers to make self-development,renew the training development model and content,modify the evaluational model,improve the full energy management system and the funds of guarantee mechanism. By this way, it can increase the teachers’ motivation of learning and avoid the serious waste of educational resources. So, the society and administrative departments of education will transformed their concerns from the implement of training to the effectiveness of training.
