The concept of lifelong education interiorizes deeply. In such background and with the deepening of new curriculum reform in primary and secondary schools of China, the problems that teachers have to confront with are how to keep pace with the times and how to improve their own quality. In Long-term education reform and development plan(2010-2020), it points out that it should innovate training mode and improve the quality of teacher training if we want to improve teachers’ whole quality in primary and secondary school. In this case, in-service training to teachers in primary and secondary school has become an important way to improve teachers’ quality after entering the work.This study combines theory and practice of teachers’ training in primary and secondary school, is guided by the theory, and uses a combination of quantitative and qualitative methods to research the problems of teachers’ training in primary and secondary school. This study demonstrates status of teachers’ training in the primary and secondary school of Qinhuangdao through the questionnaire survey and breaks the limitation of pure theoretical research and empirical study. Meanwhile, this study illustrates the detail about teacher’ training and solves the deep-seated problems through the interview survey, and also studies from multiple levels, such as the administrative department for education and training institutions, schools, teachers. This study puts teachers’ training in primary and secondary school as a complete system, conducts a multidimensional study, strive for innovation and breakthrough of teachers’ continuing education.Based on the above purpose, the author in the process of the study, using literature research, questionnaire survey, individual interviews and other methods for primary and secondary school teachers of Qinhuangdao is a detailed study of on-the-job training. This article mainly includes five most. The introduction part mainly introduces the research purpose, significance, research methods, the definition of related concepts and the related research were reviewed. First chapter is the theoretical foundation part, mainly introduced the theoretical basis of this study, including the theory of lifelong education and the related theory of teacher’s specialization. Investigation on the current situation in the second chapter, through the questionnaire survey and interview method to research the present situation and problems of Qinhuangdao on-the-job training for primary and secondary school teachers and the statistical analysis of the results of in-service teacher training of primary and secondary schools to carry out the situation of Qinhuangdao city were studied. The third chapter problems, sums up the primary and secondary school teachers of Qinhuangdao city outstanding problems that exist in the training.
