Research On Community Needs Assessment From The Perspective Of System Theory

In this paper, the write took the practice of "government-purchase community-service" project as a case study, to elaborate how social work embeds in community service,and community needs assessment is the first step in community service, which was also the most crucial element. Community needs assessment set specific service goals, developed specific plans and services, and analyzed essential follow-up service feasibility, directly impacting on the effectiveness of the service community. Thus, the present study tried to conduct community needs assessment through theoretical perspective system, and to practice under the framework of the Construction Theory System community needs assessment and intervention perspective on community needs assessment conducted preliminary exploration, thereby promoting the professionalism and effectiveness of community service.Thesis is divided into six parts, the first part is an introduction, mainly discusses the background and significance of community needs assessment; the second part is related to research review, involving the importance of relevant research results and community needs assessments; third part is study design, describing on the system theory, the relevant definition of important concepts, research objectives, research ideas and research methods elaborated; the fourth part is case study, taking the X community service center as example. It contains the status of the community needs assessment analyzes; fifth section is through case practice, clarify the application of the process under the system theory community needs assessment; the sixth part is the last part of a comprehensive reflection and summary.This article incorporates community needs and community needs assessment research theories, discovers and analyzes X Community Centre needs assessment problems with the system theoretical perspective to X community service center. Under System Theory Perspective community needs assessment is not just a single community needs to be analyzed, but the macro, messo and micro levels of comprehensive analysis about the social environment, project stakeholders and community needs and problems. Thereby, it befits defining community needs and the main content, clearing position of community service, objectives, operation mechanism and specific intervention programs. Finally, set up community needs assessment index system and intervention framework through the practice of interventional procedures and related research, in order to provide a useful reference for community service.
