According to the survey, there are 14 cross-border ethnics living both sides of China-Burma border, which has more than 2000 kilometers. Because of special circumstances of the border between the two countries, unique scenes in these cross-border ethnic communities have become more common, such as one well belongs to two countries, one village belongs to two countries. There are thousands of years of marriage history between these minorities, but with modern China and Burma border demarcation, these marriages have become cross-border ethnic transnational marriage. With the influence of complex social, economic and political situation, China presents many new features, such as marriage registration proportion is low, transnational marriages increased year by year, transnational marriages march into the inland areas, poor education level of international marriage people, significant minority features of ethnic intermarriage, remarkable phenomena of over-reproduction and underage marriage occupies a higher proportion.In this paper, the author analyzed existing problems and the reasons of China-Burma cross-border ethnic marriages, and discovered the causes of these problems are various and complicated. In addition to the special local administrative environment influence, legal factors and differences between Chinese and Burmese marriage management policy and management mechanism also produced important roles.After detailed analysis, the author tries to apply the governance theory and new public service theory to the Chinese government in China-Burma cross-border ethnic marriages management practice, and tries to explore a set of effective governances of cross-border ethnic marriage, and tries to put forward innovated countermeasures and suggestions to the of China-Burma cross-border ethnic transnational marriage management and social management system.
