At present, legitimacy is a very hot and practical topic. The research has produced new information, but there are some problems still. First, the concept of legitimacy was first put forward into the social sciences by Weber and in Weber’s view, legitimacy would be organized in accordance with the nature of the governing regime. But the later definition of the organizational legitimacy was independent of the nature of Weber’s and there are different borderless definitions, which have a negative effect on the concept evolution. Secondly, researchers realize legitimacy is important, but the study on how to build and measure the organization legitimacy is not enough. Thirdly, different concepts are correspondence to different cases. Each organization has its unique characteristics of behavior. According to the studying, research are focusing on the business organization. So, to fill the blank research, we select non-organization as the object to build the model of non-government organization legitimacy. Once we understand the characteristics of non-government organization legitimacy and its continuous survival condition and discovery its factor dimensions to deconstruct the structure, the organization would build legitimacy and improve survival ability better.A large number of studies indicate that legitimacy is the nature of social construction. Constructivism believes that when organization achieving its goal, it should need mediation, be with tools and help of others in cultural background and be through the use of different types of tools and material, semiotic and ideational artifacts that include culture and language. CHAT is the theory to explain the process of construction. The paper is conducted in the following aspects: 1. Review the definition of organization legitimacy and ascertain the differences and similarities among them, then a definition is presented; 2. A measurement model with 5 dimensions is presented through literature analysis and interview survey. 3. Set the items and do the readability assessment covering 150 testees. The final scale has 5 dimensions and 19 items through EFA by SPSS. 4. Issue 300 questionnaires and use Lisrel to construct model and test goodness of fit. 5. Do the independent-sample T test to prove the legitimacy of different non-government organization has significant difference.Three conclusions are concluded. Firstly, the definition of non-government organization legitimacy is determined, that is a condition or status within some socially constructed system which exists when the non-government organization complies with social order, is supported by government and audience, has the fund-raising ability to do project and is satisfied by audience. Secondly, the measurement model with 5 dimensions, that is management level of the organization, public trust, government support, organization service value and media publicity, is presented. Thirdly, different level of non-government organization legitimacy can be measured.The innovation of this article: Firstly, as to research object, when defining the concept of organizational legitimacy, we focus on NGO to define the limits and diminish extension of the concept. Secondly, combing the characteristics of the object, we introduce CHAT to make up for the inadequacy of other theory. Thirdly, as to research method, we use SPSS and Lisrel to do the data analysis to guarantee the nature of scientific of the construct. Finally, as to conclusion aspects, we build the measurement of non-government organization legitimacy to fill the blank of the research.
