With the rapid development of Chinese economy, the issue of ecological environment becomes even sharper. Countries around the world make their contributions to the protection of ecological environment. Besides, the achievements and cooperation mode taken by the third type of organization between the government and market arose the attention gradually. On the one hand, the issue of ecological environment becomes much more serious with an international developing tendency and unsatisfactory governance effect by administrations, while E-INGO reconciles the initial cooperation governance of eco-environment protection to reach a better effect. On the other hand, featured with its own vision, mission and profession, E-INGO has made great achievements in Chinese ecological governance and succeeded in developing an effective cooperation mode. In conclusion, barely involved in government civil affairs, the cooperation mode it takes in China can be treated as an alternative, flexible and elastic “friendly-cooperation” featured with non-profit to promote to the public and hold a variety of environmental protection activities. Operating under its acknowledged cooperation mode, it is easier to effectively integrate with civil authorities, enterprises and individuals and reach a consensus of cooperation. In recent years, this mode has been developed in different areas and subjects.Globalization and reform and opening-up policy of China are the elementary conditions as well as the significant elements of advancing multiple-cooperation to develop ecological governance. China,the leader of developing countries, is confronted with a series of disturbing eco-environment issues as well, how to solve China’s ecology issues more effectively, which arises the wide attention of domestic educational circles and practitioners. With its obvious features and professional technique, E-INGO has made a great contribution to transnational cooperation and political neutrality is one of drives that facilitate multiple positive cooperation. Due to the difference of attending subjects and limitation of its project strategy, E-INGO takes different types of cooperation with different subjects driven by the intended effects of the project. Therefore, in such background, driven by the charity-effect of the project, E-INGO in China develops its featured “friendly-cooperation” to deal with the changes of eco-environment issues and the uncertainty brought by rapid economy development.Firstly, this paper has an analysis and conclusion of foreign and domestic scholars’ research about the project which is conducted by international NGO in China, and then puts forward the problem, that is, to find out the best activity held by E-INGO in China or the best cooperation mode. Besides, the paper takes WWF as a typical example as the most featured cooperation mode of E-INGO in China, and has a research on it with analyzing relative materials, discusses features, advantages and meaning to China’s ecology and economy brought by the ecological governance cooperation with international NGO such as E-INGO. On the basis of it, the paper put forward the general concept of “friendly-cooperation” as well as a set of elementary evaluation standards for the mode, and has a deep discussion of contents, principles, influential elements and multiple systems included in the mode.In past 30 years, E-INGO in China has undergone a process from nothing to something, from ordinary to excellent, and its results changed with the development of economy, which dramatically advances the level of China’s ecology, society and residents’ living standards.
