After entering the 21st century, the concept of quality education has been widely accepted with the development of the education reform. In the context, music teaching in elementary and secondary school has achieved unprecedented attention. In order to further strengthen macro-management of music teaching in elementary and secondary school and to bring the function of musical education into full play in competence education, Ministry of Education promulgated and implemented three related documents about music teaching in elementary and secondary school:Nine-Year Compulsory Education Full-Time Junior Middle School Music Teaching Syllabus(revised edition) in 2000, Full-time Compulsory Education Music Curriculum Standard (Test version) in 2001 and Compulsory Education Curriculum Standard in 2011. The introduction of these related documents effectively promotes our music education and benefits the reform of music elementary education. Especially, the implement of Compulsory Education Curriculum Standard reforms the traditional education ideas and emphasizes the value of aesthetic education in modern music teaching. Education system has then initially taken shaped.However, the research shows people don’t nearly know enough about the significance of New Music Curriculum Standard as influenced by traditional education ideas.New Music Curriculum Standard has been promulgated for five years,but many directly responsible education authorities, school leaders and the teacher engaged in teaching even don’t have a clear understanding about the underlying rationale of New Music Curriculum Standard. The approaches and objectives of the teaching of music in the New Curriculum Standard have not comprehensively implemented, what’s more, music education concepts and teaching methods even still remain in the level of Nine-Year Compulsory Education Full-Time Junior Middle School Music Teaching Syllabus or Full-time Compulsory Education Music Curriculum Standard.What worse, many educators in elementary and secondary school aren’t clear enough about the difference of New Music Curriculum Standard and Nine-Year Compulsory Education Full-Time Junior Middle School Music Teaching Syllabus in essential connotation, not to the changes in nature of curriculum, goals and evaluation standards. For these reasons. comparison and comprehensive analysis of the three related documents appears to be very critical and necessary.This article will analyse and make a comparative study of Nine-Year Compulsory Education Full-Time Junior Middle School Music Teaching Syllabus, Full-time Compulsory Education Music Curriculum Standard and New Music Curriculum Standard from three aspects. First, considering the time background, make analyses to the implementation of the three regulatory documents, put forward to respective contents and the difficulties which may come about during the process of the implementation. In addiction, briefly clarify and reflect on the main factors contributing to appearance of the problems.Second, make a comparative study on essential factors of Nine-Year Compulsory Education Full-Time Junior Middle School Music Teaching Syllabus, Full-time Compulsory Education Music Curriculum Standard and New Music Curriculum Standard.For one thing, make a comparation and analysis of the differences and similarities as well as the variations of the three regulatory documents from the form perspective, including the variations of versions,names and length. For another thing, compare and analyze the differences and similarities as well as the variations of the three regulatory documents from the perspectives of contents, which include the variations of principles, natures and contents of the courses. What’s more, put forward the ways and means to operationalize New Music Curriculum Standard. Concrete manifestions in emphasizing course features, and demonstrating humanistic spirits; initiating basic skills and improving aesthetic tastes; motivating learning interest and innovating musical practice; strenghtening school-based curriculum construction, innovating educational thoughts, and updating teaching methods and so on. Based on these, the article makes recommendations for the musical curriculum standards’future development trend in full-time compulsory education.Also, the article points out that drawing up and improving suitable measures to match New Music Curriculum Standard are the important insurances in the course of the new curriculum implement.
