China and Japan are neighbors of a strip of water, since old times both countries have the wide-ranging exchanges in the culture, it may be said that is well-established. Over the past 100 years, national music education that China and Japan take the elementary and middle schools music lesson as the main channel has the very big development in the respective social and cultural background. Many precious historical experiences are worth summarizing. Now we select the government directive document which can reflect present situation of both countries national music education best——China's"Music Curriculum Standards of Full-time Compulsory education"(referred to"Standards") and Japan's"Music Study Guide Essentials of Elementary and middle schools"(referred to"Guide Essentials") as the objects. Through the comparison and analysis to compulsory education stage, we can know the similarities and differences in music education philosophy, methods, content, standards of the Chinese and Japanese Elementary school and junior middle school, understand the education, cultural idea and the difference between countries, deepen the understanding to"Standards".The main body of this paper includes four parts.The first part introduces mainly the development background and significance of"Standards"and"Guide Essentials". First of all, it shows the development background and significance of"Standards"which is the reflection of our new concept of music education as well as a major step for meeting the current reform of basic education and the development of music education itself. Then, it introduces and has analyzed the development background and significance of"Guide Essentials"."Guide Essentials"managed by the Ministry of Education is sketched by the Drafting Committee composed by the national music educationalists, authorized officers of Ministry of Education as well as the experienced and representative singing masters from elementary and middle schools. Finally, it introduces the text format of"Standards"and"Guide Essentials".The second part is to compare the music teaching goal of China and Japan. First, it elaborates the similarities and differences of the Sino-Japanese music teaching goals. Then it shows and analyses the general teaching objective. Finally, it expounds that the curriculum goals of the Sino-Japanese music teaching are very similar, even no obvious difference."General music objective"and"section goal"both have given the special attention to the aspects of developing good taste to music, experiencing the beauty of music and cultivating sentiments.The third part is to compare"content standard"of"Standards"and"Guide Essentials". First, it carries on the analysis of Chinese"content standard"from several aspects of the feelings and appreciation, performance, creation and the related cultures. And then it makes the analysis to the study field of Japanese music from two aspects of performance and appreciation. Finally it elaborates the comparison and analysis of the Sino-Japanese music study domain.The last part states some advice and the practice on teaching about China and Japan's curriculum standards, then expounding the working out and practice of teaching plan about"Standards"and"Guide Essentials", also making comparison and analysis of that.
