The purpose of this paper is to make a deep reflection on the given understanding of the internationalization of higher education (IHE) by exploring the historical progress of Chinese higher educational exchange in an international arena. Firstly, two different definitions in regard to the internationalization of higher education are introduced. Secondly, four historical periods concerning the progress of Chinese higher educational exchange are expatiated respectively. Thirdly, On the basis of explaining how Chinese higher education began to be increasingly internationalized along its historical course, a thorough reflection is made to tell readers U-IE should be discussed from a historical point of view. It turns out to be an unceasing historical progress. In addition, based on the above discussions, the author analyzes the current problems existing in the process of the internationalization of Chinese higher education, such as "brain drain", the "loss of Chinese traditional culture", "financial difficulties brought by the current educational system with basic education as its main focus" and "the unequality resulted from the periphery - to - center pattern of international exchanges". Finally, a couple of suggestions are put forward to map out a strategy for further promoting the internationalization of Chinese higher education.
