In line with the trend of internationalization of the higher education, the international cooperation and exchange is the inevitable and necessary path for the higher learning institutions in western China to develop by strides.Based upon the previous research production, this paper focuses on the internationalization of the higher education, international cooperation and exchange, the interaction between them, and the significance of international cooperation and exchange for the higher education.This paper utilizes case study of the international cooperation and exchange carried by Lanzhou University to analyze some major issues occurred in the process of developing international cooperation and exchange by universities in western China. It points out some problems on the international cooperation and exchange of Lanzhou University, such as the imperfect function system, the sense of internationalization to be strengthened, the relatively slow internationalization of teaching staff and the development of bilingual courses lagging behind. Subsequently, this paper studies on the external conditions, limitations and potentials of the international cooperation and exchange carried by the higher learning institutions in western China, drawing on advanced experiences of the world-class universities, and then proposes the solutions for higher learning institutions in western China as reference, in three aspects of scientific concepts, strong and helpful support system, and effective policies and measures, to better implement and develop international cooperation and exchange.
