China is both rich and poor in terms of human resources. A large part of human resources is under qualified and requires further development. At the same time, a large number of talented professionals are not in the positions corresponding to their capacity, which means a waste of human resource. The purpose of this article is to tackle the issue of how to improve the quality of human resources and how to efficiently utilize human resources, especially in the government service agency. It has a great impact on the reform of government service agency. The article tries to make comparison and analysis both quantitatively and qualitatively. On the qualitative side, the article elaborates on the evolution of human resources research theories and the major views emerged in this process and introduces the major research outcomes during the 2O~ century. It also introduces and analyzes the recent ideas on human resources investment in China. The article makes quantitative analysis from the perspective of human resources costs and investment, exploring the costs and investment involved from the birth of an individual to kindergarten, primary school, middle school and university education, including the individual grow-up investment, individual education investment, service costs by parents, education costs by the state and society and the opportunity costs, i.e., the revenues given up due to university education and the costs for on-job education. The article makes a detailed case study on the human resources conditions of a government service, defining the problems and identifying the types and amount of investment required to optimize the human resources allocation of the agency and the consequent profit. The research and analysis in the article shows that human resources are seriously misallocated in China, especially at the grass root level. It is necessary to take immediate measures to solve the problem so as to optimize the allocation of human resources and make full use of human resources in promoting the development of the economy and the society.
