Recently, especially since the 1 990s,the trend of the globalization of the world economy has been growing increasingly. Under the effect of the world economical globalization, there appear globalization trends in other social fields at different levels. The process of globalization has different effects on different regions and nations. The globalization has become one of the most important characters of the development of human society at the end of the twentieth century and at the beginning of the twenty-first century. Globalization is the result of a set of factors?interaction. In these factors , the revolution of the new science and technology ,the changes of the system of the world politics, the increasing blocs of regions , the activities of the transnational companies and the international economic organizations all over the world, the appearance of several global problems ,and so on ,are the major powers of the process of globalization. The process of globalization has several influence on higher education. These effects make higher education face a changing context. This change gives higher education great pressures. Higher education is forced to response to this change .The strategies of higher education are required to reorganize. As a developed nation, the U.S.A is the advocator of globalization and has gained large benefits from the process of globalization. Beginning from the 1 990s the federal government of American has reformed its own higher education strategies. The reform reflects the basic way of the higher education抯 reform in the context of globalization for other nations. ie: according to the principle: think globally, act locally; under the guidance of the ideas of life-long education and education for all, develop all kinds of human resources efficiently; improve the global competitiveness; broaden the functions of higher education further, and meet the knowledge economy s needs. China will be a member of the WTO soon. The process of globalization will have greater effects on our higher education system. Facing the challenges of globalization, we must reform our strategies of higher education. When we consider our nation抯 strategies for higher education, there are some crucial issues that need to be emphasized. They are: the modernization of higher education, the internationalization of higher education, the informationization of higher education, the market mechanics of higher education, and mass higher education.
