| People of talent, the treasure of the Communist Party and the state, are closely related to the development of China. They are the key forces to maintain socialist prosperity. The communist Party of China has been showing great concern for the cultivation and appointment of people of talent. Deng xiaoping抯 idea of talent is of far-reaching significance in showing the country how to respect talent, how to cultivate and how to scientifically appoint people of talent. This dissertation attempts to explore the issues concerning Deng Xiaoping抯 idea of talent and the development of talent resources in ethnic regions of Western China.I.Comrade Deng Xiaoping put forward his unique idea of talent based on the requirements of the current situation of China and the new ageComrade Deng Xiaoping, one of the senior proletarian revolutionists, statesmen, thinkers and strategists, bad made persistent and profound study on talent in socialist construction while he conducted his revolutionary activities for half a century. He made substantial discussions on the cultivation of talent, ideological and political education, the management of cadres, and the role of intellectuals. Hi~ penetrating analysis has made great contribution to China抯 regulations of talent cultivation and education. The Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party made a strategic decision to turn the focus of the Party抯 work to the construction of socialist modernization. Facing the challenges in science and technology from abroad, facing the new situation of reform and open-door practices, and facing the difficulties caused by shortage of talent, Comrade Deng Xiaoping, the General Designer of China抯 reform and open-door practices, successfully combined Marxism, Leninism and Mao Zedong Thought with the practical situation of China抯 socialist construction. He put a high premium on talent and exposited clearly the idea, purpose and ways concerning the cultivation andappointment of people of talent. He pointed out clearly the direction to the cultivation of qualified personnel for the Four Modernizations. In this sense, Deng Xiaoping not only further developed the Marxist idea of talent but also formed his own idea of talent.II. Since then, talent cultivation has been rightly directed. From the perspective of both histoiy and present situation, Deng Xiaoping抯 idea of talent shows his greatness, courage and farsightedness and insight of a Marxist follower.
