The knowledge-based economy has been increasingly recognized in the world .As a new type of economy, knowledge-based economy has opened a new era for education. It brings new challenge as well as chances to education. In the knowledge-based economy time, people's creativity of knowledge and technology of a nation have incredible influence on its economy. Creativity is the characteristic of knowledge-based economy. There is never such a time that creativity is craved for in such an urge. So the nurture of people with creativity is the most important goal of education. Therefore the author who focus on the cultivation of students' creativity carefully discusses and compares several influential instruction design theories, points out their vantage and disadvantage when applying into teaching-learning activities, analyses the characteristic of student's thinking, synthesizes several instruction design theories, sets up a new instruction design model aiming at cultivation the students' creative thinking by designing the interactions of teaching ?learning > motion and learning environment of self梔etermination and selecting and using teaching strategies which aim to increase students' creative thinking and the ability of problem-solving on the content of information technology and give the detailed suggestion on how to apply the model based on the assumption that effective instruction design can greatly increase the students' creative thinking. In order to test the validity of the model, author also tests this instruction design in the education practice by applying it into the study of Chinese of elementary school and it acquires good achievement. The education test confirms the assumption that all the students with well -balanced intelligence have the ability of creativity and the students' creative thinking can be fostered and increased by effectively scientific instruction design purposely.
